Нет.
Можно снять статистику с модема по уровню сигналов, количеству помех и т.п.
Только если телефонная линия в норме (а это бывает не часто) можно
начинать базар с провайдером.
99% вероятности, что показания, снятые с моднмного пула провайдера
окажутся хорошими.
