По части кодировок можно еще смотреть Linux Cyrillic HOWTO Балдина - я в
свое время по нему Emacs для Win успешно настраивал. Кроме того, чтобы
все это работало, надо еще скачать и установить emacs-***-leim -
интернационализация (MULE) живет в нем, а его содержимое не входит даже
в fullbin.
