Насколько я понимаю локаль (или по крайней мере её реализация
в Linux) не знает падежей (о ещё раз спасибо тебе могучий и
и простой английский язык!). В результате полные названия
месяцев в русской локали ориентированы на "наиболее вероятное"
применение - написание даты в полном формате
1 января 2003
и т.д. и т.п.
