Собственно в настройках наверное? Я не знаю Gabber. В PSI это смотриться
в настройках.

Глобальными, но привязанными к серверу.

Я - jabber.org. Почти все мои знакомые - jabber.ru.
В принципе абсолютно все равно какими серверами пользоваться, но
jabber.org мне показался немного постабильнее.
