Из вывода nslookup следует, что зону 198.69.217.in-addr.arpa обслуживают:
dns2.telmos.ru internet address = 217.69.196.2
sr3.telmos.ru internet address = 217.69.192.133
С их администратором и свяжитесь.
Зачем поддерживать свою "подпольную" обратную зону?
