Я уже подобрал на фрешмите репозиторий. Он на PHP и достаточно
удобный. Я бы сказал, максимально подходит для этой цели.
Категории, в категориях пакеты, в пакете может быть n-ое количество
файлов + небольшие комментарии + возможность обновления. Скачивать
можно как файлы по отдельности, так и формировать из них tar.gz и
скачивать его.
Пока вижу одно неудобство -- нет защиты от удаления/изменения только
автором скрипта.
К сожалению под рукой нет сервера с php+mysql. Если кто-то разместит
у себя - можно сделать полезный ресурс.
