Нет, увы :-(
Провел предельно чистый эксперимент:
перешел на полностью русский (постинсталляционный koi8-r) i18n;
перебутился;
зашел в ICEvm;
из xpdf вставил русский текст сначала в cat > file1;
потом в vi file2;
и получил точно такой же бродовый результат как и в первом случае
при работе в KDE с полурусскими локалесами.
:-((
Так что боюсь, что дело в 7bit'ной сущности самого xpdf
