Не отображаются русские шрифты при входе в GNOME root-ом.
Под другими пользователями - все OK.

Все правильно. У рута отключена локализация по-умолчанию.
Не работайте под рутом, используйте sudo

А зачем тогда LANG оставили KOI8?
Дело в том, что до недавнего времени в GNOME русские шрифты в панели
"Пуск"
были видны, в KDE - все нормально.
