Уважаемые господа!
IMHO ответ на вопрос 3.17 в ALT Linux FAQ является ошибочным.
Для работы с cp1251 в kwrite
LANG=ru_RU.CP1251 kwrite
не помогает. Для этого надо менять charset в настройках KDE.
И вот тогда всё действительно прекрасно работает.
Я купился на данную рекомендацию и долго ковырялся
с LANG и LANGUGE, что оказалось для kwrite совершенно
идиферентно. Если я прав, то этот пункт надо либо
убрать либо изменить.
