Не совсем. Пускануть его и от юзера можно, но толку не будет, поскольку
директория /etc/rc.d имеет вот такие:
drw-r----- root adm
пермишены, так что скрипт от юзера просто недотянется до пускачей,
живущих в /etc/rc.d/init.d
