У меня когда-то был похожий вариант (карта иная) (но там было RX
packets:0).
А ссуть была в том, что не верно определился тип медии.
Т.Е все работало, но сигнальчики не получало.
Решил загрузившися из дос и из стандартной утилиты конфигурирования
отключил
PnP и включил TX.
Есть карточки в которых при загрузке модуля можно задать тип медии
параметром.
