Все очень просто. skel для пользователя в RE ставится с учетом
языка/кодировки, у root установки общие, "обезличенные". Вы просто не
узнаете о локализационных особенностях RE, работая под root. Это
относится к emacs, печати, kde, lyx, -- всего не перечислить. Так как
licq собран с поддержкой KDE, а kderc у root не локализован, то отсюда и
неприятности.
Вообще говоря, правильным решением было бы устанавливать для root locale
C, как это сделано в Debian и SuSE, но пока просто не хватило духу на
ломку таких традиций RH и MDK.
