Нужно посмотреть, чтобы скорость порта на модеме совпадала с указываемой
скоростью (тут проверить легко - терминалкой посмотреть, что выдается с
модема, если вместо фигурных скобок всякая бикарасня сыплется, то
несовпадение скоростей портов).
И еще, я бы советовал на выделенках не пользоваться файлом options, а
вывести все в параметры запуска pppd.
