С версии 7 вполне приличным сервером стал, до Oracle und Sybase не
дотягивает, конечно, но учитывая, что это freeware, очень даже ничего.

А на чем хочешь. Если программа под юниксой крутиться будет, то там
проблем нет - поставка PostgreSQL комплектуется набором библиотечных
функций для работы с базами, библиотеки для C, C++, Perl, Tcl и еще
что-то там.

В поставку так же входит большое кол-во документации как по самому
PostgreSQL, так и по его API.
