Подскажите, как сделать, чтобы комунду su могли выполнять только
пользователи, входящие в группу wheel
вроде как-то с pam_wheel надо пообщаться, но как?

Добавить в файл /etc/pam.d/su строчку
auth required /lib/security/pam_wheel.so debug use_uid group=wheel
