Да. В glibc-2.2 поддержка UTF-8 сносная.

Они есть и давно.

Есть такие шрифты! Они невысокого качества, но есть, из сделал George
Williams. И есть они в Sisyphus, в пакете Unicode-Type0-fonts. И
сипользуются для отображения и печати тюркской кириллицы.
