Там правильный файл. Не случайно из всех клаватур выбирается именно
русская. Но выбирается с "весом", который вызывает предупреждение.
Можно, конечно, его убрать, но зачем? У автора раскладки в Wine
клавиатура именно такая. И, наверное, не только у него. К сожалению,
пока там, насколько мне известно, может быть лишь одна раскладка для
языка.

Возможно. Проверьте под root. Если так -- завелите группу wine, отдайте
в нее каталог с корнем Wine и включите себя в эту группу.
