не факт. Может быть нужно что-то донастроить.

Как правило нужно смотреть все логи, в которые возможно попадание
сообщения об ошибках. Это error_log apache, messages от syslog.
Причин появления данной ошибки может быть сотня.
Начиная от отсутствия прав доступа к определенным каталогам и заканчивая
кривой настройкой самой биллинговой систему.
Как вариант можно порекомендовать почитать доку по обсуждаемой системе.
