Первое же правило:
[...] Thus "/foo" would match a file named "foo" at either the "root
of the transfer" (for a global rule) [...]
/ в начале правила (в т. ч. exclude) привязывается не к корню ФС, а к
корню rsync'аемого дерева (речь в данном случае не идет о
per-directory rules).
