wiki - не документация, а отражение опыта пользователей :)
Из readme hasher'а:
4. Caveats and limitations.
Local apt source methods (i.e. file and copy) are better supported.
If apt supports APT::Get::PrintLocalFile option, then remote source
methods will probably work, too.
