Теоретически может в системе быть подключен "не тот" микрофон как источник записи.
По крайней мере у меня упорно подключался остутствующий внешний микрофон с похожими спецэффектами.
Можно настроить в alsamixer, но каждый раз запускать его неудобно.
Можно воспользоваться приложением "Регулятор громкости PulseAudio". Оно вроде сохраняет настройки.
