Могу только сказать, что эта строчка в blacklist восходит к коммиту в
пакете module-init-tools

То есть теряется во мраке древности.
Вообще говоря, эти конфиги по умолчанию, пожалуй, требуют ревизии, но
неясно кто и как может её провести.
