Гм, до установки пакетов в принципе да, может дать такой эффект.

Нашёл только:
installer-feature-resolver-bind-stage3/90-resolver-bind.sh:resolvconf_zones_file="/etc/bind/resolvconf-zones.conf"
(но mkdir там нет)
