Решилось так:

/usr/sbin/ethtool -s $1 duplex full speed 1000 autoneg off
/usr/sbin/ethtool -s $1 autoneg on

Скорость устанавливается на обеих роутерах 100. И соединение
работает.
Надеюсь, если будет роутер с поддержкой 1000, то 1000
включится ;-)
