Alt + левая кнопка мыши. Хватаем за любую область окна и двигаем....
Это если подобное действие редко.
Но может быть, удобнее окажется настроить область рабочего стола больше, чем
размеры экрана. Тогда будет скроллинг при попытке сдвинуть мышь за границу
экрана.
