Скорее всего, местные упирания в лимиты -- ещё несколько человек
отмечало, из одного места и я мог проверить (но не смог поймать).

Хорошо бы всё-таки о проблемах с *.linux.kiev.ua писать
с копией мне -- здесь только сейчас заметил.
Также стоит иметь в виду, что там есть и ftp://, и rsync://
(последнее в случае с прокси скорее не пригодится, но бывает
же по-разному).

Аналогично. На всякий перестартовал nginx.
