По факту решают аксакалы из devel@, также являющиеся сотрудниками ООО.
Причину уже озвучивал в sisyphus@ -- "никто снаружи пока
не брался поддерживать публичный стабильный бранч".
(хотя кстати, мог забыть про Etersoft по этой части)
