Можно -- сделать в ~user/Desktop/ файлик нужный.desktop по образу
и подобию существующих (кажется, можно и просто правой по столу
в KDE), только вот придётся ему ещё права на sudo выдать
(см. тж. visudo, control sudo):
user ALL=/sbin/service bluetooth restart
Внимание, в desktop-файл команду придётся прописывать именно как
sudo /sbin/service bluetooth restart
(и хорошо бы добавить Terminal=true, чтоб видно было)
