Кратко -- нет.
Длинно -- есть различные возможности влиять на распределение
прерываний, но если на самом деле надо, лучше опишите
собственно проблему. Поэкспериментировать можете с
опциями загрузки ядра вроде noapic или nolapic, ЕМНИП.
