В 4.1 он был убран с какого-то момента, а так же должен был в нем
быть файл, обновляющий kickerrc в ~/ , но что-то не вижу его.
Если kde-settings-desktop не актуален, то проще его удалить.

Если после обновления kde-settings-desktop, то похоже.

Вообще, маловероятно, что прям портиться. Если только на всякий
