Если оба отдела подконтрольны, прописать адрес ключа в nethasp.ini только
нужным клиентам. Это простой способ.
Если в соседнем отделе сидят злобные диверсанты с админскими правами, то
поднять iptables на машине с ключом и ограничить доступ к порту, на котором
слушает менеджер hasp'а (или как он там называется).
