Если входной формат можно положить на XML, то KBabel/Kaider/PoEdit в помощь.
Вместе со gettext-tools и xml2pot/po2xml из kdesdk-misc.
Таким образом я транслирую оригинальный форматированный текст в po, перевожу и
натягиваю снова на разметку. При этом легко можно замержить старые переводы
на новую версию оригинального текста.
Есть и утилиты для создания .po из HTML и MAN, но я невысокого мнения об их
качестве.
Вообще говоря, формат .po универсален и очень удобен.
