В пакете enlightenment-0.16.8.13-alt1.M41 указано Epoch: 1 (или
Serial: 1)?  Возможно, apt некорректно работает в случае, если его
просят установить непосредственно rpm устаревшей версии - а без Epoch
версия 0.16.8.13 будет считаться старее 1:0.16.8.9.
