Так то у Вас cups не работает, либо он "stopped", либо "is dead, but
stale PID file exists". Что показывает /etc/init.d/cupsd status?

/etc/init.d/cupsd status
bash: /etc/init.d/cupsd: Нет такого файла или каталога
Там только cups.

$ /etc/init.d/cups status
cupsd is running
Может дело в apache?

Только что столкнулся с этой же проблемой: при попытке запустить CUPS
в браузере выдаётся "404 Not Found". Подсунуо конфиг, который шёл по
умолчанию - все заработало. Видимо после какого-то обновления
"обновился" и cups.conf, что и привело к данной ситуации.
