Прокси в links настраивается в:
F9 -> Настройки [либо просто жмёте "o"] -> Option manager -> Protocols -> HTTP (при условии что прокси HTTP) -> Proxy
configuraation. Далее выбираете нужное для заполнения поле, выбираете кнопку Edit и вписываете. Всё.
