Ммм... боюсь, внятно рассказать не смогу, но начинать стоит
с попытки понять разницу в ключах или их значении между
dhcpcd-1.3.x и dhcpcd-3.x.

Нету (обычно упаковывается как dhclient).

Альт -- довольно специфический в плане настройки сети
дистрибутив, в нём из коробки используется http://etcnet.org;
вероятно, для юзеров проще будет сделать домашние заготовки
"под убунту", "под федору" и "под opensuse".
PS: если в мае-июне желание не иссякнет -- буду рад вернуться
к теме :-) Сейчас совсем никак.
