По моему не туда пишешь. У меня вот так:
[root@gw /]# cat /etc/sysconfig/iptables_modules
# /etc/sysconfig/iptables_modules: kernel modules to load at iptables start 
time.
#

ip_queue
ip_conntrack_ftp
[root@gw /]# lsmod | grep ip_conntrack_ftp

vzrst,vzcpt,xt_state,iptable_nat,ip_nat,ip_conntrack_ftp
[root@gw /]#
