При первом запуске синаптик спрашивает -- "бум делать умный
апгрейд или как обычно?"; так вот лучше сразу указать ему делать
"умный". Дальше не спрашивает, но можно отыскать в настройках.
Это и переключает update/dist-upgrade.
PS: если кто будет проверять на синаптике без настроек и по
умолчанию будет upgrade ("неумный") -- повесьте pls на synaptic
багу с приоритетом "enhancement", чтоб по возможности поставили
по умолчанию dist-upgrade.
