инструкцию писать не буду, потому как все равно вам доки придется читать,
чтобы обеспечить все четыре пункта критериев. я бы все же делал при помощи
самбы. ftp совершенно не вариант для файлопомоек в домашних и рабочих сетях
по многим причинам...
советую читать man smb.conf и собственно сам smb.conf (дефолтный весьма хорош
и нормально комментирован).
кстати, иногда файл проще бросить, допустим, посредством какого-нибудь psi,
например...
