Если в системе не планируется более 4Gb памяти, сравнивать стоит не с PAE.
PAE, по идее, должно быть медленнее, так как костыль.

Шигорин утверждает, что нет (правда вообще про 32 бита, не в плане конкретно
Postgres). Я на днях экспериментировал с FireBird, проблем, связанных с ОС,
вроде бы тоже не увидел пока.

Да и не должно, по идее. Оно должно упростить работу с большими объёмами памяти,
которые нельзя, без дополнительных телодвижений, использовать на 32-х разрядной
архитектуре. И вот только тут следует ожидать ускорения.
