FYI: я любителей качать в N потоков с широкого канала обычно
рублю в iptables, если замечаю на ftp.linux.kiev.ua loadavg >30.
Пока по-доброму, в DROP, но вообще-то для таких существует TARPIT.
Не знаю, каким умом надо обладать, чтобы тащить DVD кусочками по
20--100Kb (кто-то из .edu нашёл себе Debian), но пусть набираются
его на других ресурсах. И ведь, что самое смешное, толку-то от
этого им тоже ноль, никакого ускорения при отсутствии ограничения
полосы сессии (которое обычно делается _после_ ограничения сессий
на IP) всё равно не будет, зато дискам на сервере больше дёргать
головами.
