В /etc/X11/xinit/Xkbmap или /etc/X11/xorg.conf
вместо "us,ru" сделать "ru,us" и если есть
",winkeys" -- изменить на "winkeys,"?

echo kbdrate -r 30 -d 250 >> /etc/rc.d/rc.local
chmod +x /etc/rc.d/rc.local
(ручки в /etc/sysconfig/ для этого, увы, ещё не придумали)
