Если моё, то оно было обосновано всего лишь моей практикой --
когда обычно этот переезд осуществлялся одновременно с
существенным обновлением железа, втащить на которое M24 просто
не представляется осмысленным.
Поскольку драться за HN, которое стоит на железе, мне давно
неинтересно (всё интересное происходит в контейнерах, а их
как раз можно и подержать на 2.4), то обычно на новые диски
и контроллеры заряжается базовая система Server 4.0 и дальше
по обстоятельствам -- засовывается старый корень в контейнер,
перетаскиваются vserver'ы в VE или создаются новые, раз уж
всё равно даунтайм/офлайн.

Сильно проще, поскольку ядро 2.6. Собственно, обновление 2.4
следует начинать с переезда на 2.6.12 из 3.0.

Если установлен актуальный altlinux-release,
то по /etc/altlinux-release. Но по крайней мере
altlinux-release-Master-alt20040816 до
altlinux-release-Server-alt20070424
"сам собой" не обновляется.
