В отрыве от контекста она может влечь все, что угодно. В данном случае
есть конкретный контекст:
"Запись и хранение в памяти ЭВМ допускаются в отношении одной ЭВМ или
одного пользователя в сети, если иное не предусмотрено договором с
правообладателем."
Ничего иного данная оговорка не касается.
