Не надо никаких fsf.org и прочего. В ALT очень много пакетов, и прежде
всего стоит искать пакет в репозитории АЛЬТ, и уж если не нашлось (что
очень редко) пытаться самому собрать его из исходников. Установка же
пакетов отдругих дистрибутивов вообще не пройдет (на 90%), а если и
пройдет не факт что не сломает что-то.
загляните в /etc/apt/sources.list и убедитесь что у вас подключены
контрибы (строки с pub/distributions/ALTLinux/3.0)
