Даже сам не знаю. Как-то так повелось, что еще давно ради совместимости с
форточкой (куда ее девать-то?) у меня всегда CP1251, именно она и применяется в
винде. Попробуйте на какой-то RW-хе, чтоб не испортить...

Ну вот... Если напрягает этот баг - обновите. Вот только я не знаю, есть ли в
backports3.0 k3b поновее. Я себе из сизифовских src.rpm собирал. Если у Вас не
один единственный InstallCD, а полный 3.0.4 - делов-то на 5 минут максимум
поправить, если придется, спек и терпеливо подождать пока соберется...
