Нет, не решена, там какие-то глубокие проблемы.
Я для себя решил просто - установил локаль, нужную мне, и пересобрал в
среде Compact более старую версию ( другой вариант - при пересборке
выбросить патчи связанные с UTF-8).
Ну не нужен мне на работе UTF-8 ! :)
