Однако 0.21.0 в Сизиф, похоже, никто не собирал - с 0.20.2 сразу
перескочили на 0.21.2.

rpmquery -i cinepaint на этой машине не даёт никакой полезной
информации о происхождении пакета?
Вообще google обнаруживает cinepaint-0.21-0 (где последний 0 -
release) на sf.net, а также cinepaint-0.21.0-alt0.M24.1 в backports
для M2.4 (возможно, это будет проще перетащить на 3.0, чем новую
версию).
