У меня наблюдается /usr/lib/cups/filter/foomatic-rip,
который симлинк на /usr/bin/foomatic-rip. А кому понадобился
именно foomatic?

Ну если хотите облегчить кому-то жизнь -- можете попробовать
сделать честный бэкпорт, но это ещё примерно столько же мороки.
Про ppd -- если их нет в пакетах hplip и foomatic-db, стоит
уведомить их майнтейнеров (или сразу повесить FR на последний).
