Так или иначе вам понадобится список _всех_ потенциально нужных пакетов
со всеми их зависимостями. Скорее всего там, где вы сможете эту
информацию добыть, будут и сами пакеты. Например, они есть на ALC3.0-DVD
или здесь:
ftp://ftp.altlinux.ru:/pub/distributions/ALTLinux/3.0
В конце концов и пакеты вам понадобятся тоже :).
Проще всего утащить весь архив (это порядка 8Гб, если без исходников),
и положить его куда-нибудь на локальную машину. Стоит ещё сгенерировать
новые индексы с помощью genbasedir (genbasedir --help). После чего
перекидываем настройки /etc/apt/sources.list на этот архив и
наслаждаемся. Я так регулярно дома делаю -- такскаю Сизиф на винте.
